| Abstract | State and Territory laws are currently being reviewed in accordance with National Competition Policy. Policy in legislation found to be anti-competitive (eg, involving licensing or registration, price fixing, etc) cannot be retained unless it meets a public-benefit test and cost-efficiency criteria. In this context, a methodology for dealing with policy which survives the public-benefit test is presented. A new and unique electronic licensing regime is proposed which harnesses existing WWW electronic commerce technology to meet business objectives of both government and industry bodies. This seminar reports a case study for the currently unregulated Security (Protection) and Private Investigation industry. The results of a formative evaluation of the electronic licensing system from industry groups are extremely encouraging. |
